The State of the Nation Address and Parliament

President Jacob Zuma delivers his State of the Nation Address on Thursday 9 February to Parliament.

The President calls the State of the Nation Address when he writes to the Speaker of the National Assembly Mr Max Sisulu, MP and the Chairperson of the National Council of Provinces, Mr Mninwa Mahlangu, MP to request for a joint sitting of Parliament.

It is an opportunity for the President, as Head of State, not only of Government, to assess our country’s domestic and foreign situation and to outline what we should do so that we enhance our efforts to achieve a better life for all.

Jacob ZumaThe State of the Nation Address also provides Parliament with the opportunity to enhance its oversight responsibility, to identify key aspects of this oversight for the coming year and to plan how to ensure the facilitation of public involvement in parliamentary processes.

Parliament and the Presidency have invited a wide range of people to be present to witness the President’s State of the Nation Address in the National Assembly Chamber.
These guests include former Presidents, former Deputy Presidents, former Presiding Officers of Parliament’s two Houses, the Judiciary, current Cabinet Ministers and Heads of Government Departments, current members of Parliament and their guests and South Africans from various walks of life.

As with previous years, the public participation aspect of the ceremony at Parliament will include Guards of Honour coming from schools, civil society organisations and the community in general from all our nine provinces.

It was former President Nelson Mandela who first introduced the public participation element into the State of the Nation Address.

Members of the public who took part in a radio campaign also won tickets to attend the ceremony. The intention of the radio campaign was to raise awareness and to increase public participation in the State of the Nation Address.

The ceremonial aspects of the State of the Nation Address will remain the same. The three arms of the state – the Executive, the Legislature and the Judiciary – will again come together and play out their Constitutional roles in public.

There will be a mounted police escort and a military motor escort, the route that the President takes will be lined by the South African National Defence Force. The Imbongi will recite poems as the President enters Parliament while a national salute by the Ceremonial Guard of the SANDF, a military band, a fly-past by the South African Air Force and a 21-gun salute will form part of the ceremonial aspect.

As was the case last year, the State of the Nation Address will again be delivered in the evening, at 7pm, in Parliament’s National Assembly Chamber to a joint sitting of both Houses of Parliament.

The reason for having the State of the Nation Address in the evening is to enable as many South Africans as possible to be part of this major event by having the opportunity of watching it at home with their families.

Parliament’s theme for the State of the Nation Address for 2012 is the knowledge economy and development opportunities. The theme speaks to the role that Parliament can play through its lawmaking and oversight responsibilities in enhancing South Africa’s development.
