In a significant step towards enhancing accessibility and efficiency in South Africa’s licensing processes, Hino South Africa has delivered four state-of-the-art mobile offices to the Gauteng Department of Roads and Transport. These innovative units, designed as Smart Driving Licence Testing Centres, are set to revolutionise the way essential services are provided by the Road Traffic Management Corporation (RTMC).
The mobile offices were officially unveiled at a launch event in Refilwe, Cullinan, hosted by Hino South Africa and attended by Gauteng MEC for Transport, Ms Kedibone Diale-Tlabela, and other high-ranking government officials.
Bringing Services to the People
Two of the mobile units will focus on conducting driver and learner testing, while the other two are equipped for eye testing and driver’s licence renewals. By extending these services to remote and underserved areas, as well as alleviating pressure on high-demand urban facilities, the mobile offices will play a crucial role in improving access to essential services for South Africans.
“Hino South Africa has a long-standing commitment to community upliftment and innovation,” said Itumeleng Segage, General Manager of Hino SA. “Earlier this year, we delivered 33 mobile offices to another government department, and these units have already proven their worth in bringing essential services closer to communities. This new project with RTMC builds on that success, ensuring that no South African is left behind due to distance or infrastructure limitations.”

The Backbone: Hino 300 Series
The mobile offices are built on the reliable Hino 300 816 SWB A/T chassis cab, a workhorse well-suited for South Africa’s diverse terrains. Powered by a robust turbocharged 4-litre diesel engine, it generates 110 kW at 2,800 r/min and an impressive 420 N.m of torque at just 1,400 r/min. Coupled with a six-speed automatic transmission, this setup ensures smooth and dependable performance on long hauls and in challenging conditions.
The units were fitted with specially designed bodies by SA Vans and Conversions/Bubhezi, based in Pinetown, KwaZulu-Natal. These customisations include wheelchair hoists, ensuring that the mobile offices are accessible to all, further underlining their mission to provide inclusive services.
Pioneering a New Era of Licensing Services
Initially deployed across Gauteng, the mobile units are expected to make a tangible impact in regions where licensing services are difficult to access. Should the project prove successful, there are plans to expand the initiative nationwide, extending this innovative approach to other provinces.
“The introduction of these mobile Smart Driving Licence Testing Centres is a practical and much-needed response to the challenges faced by both rural and urban communities,” added Ms Kedibone Diale-Tlabela at the launch.
