As the UK approaches the 30 October Budget, BEDEO, a frontrunner in fleet electrification and retrofit technology, has issued a clarion call to the new Labour government. The urgency is palpable, with the van industry facing a critical juncture in its journey toward compliance with the Zero Emission Vehicle (ZEV) mandate. This mandate, which stipulates that at least 10% of new vans sold must be zero-emission by 2024, is currently under severe threat.

In 2024, only 5.1% of newly registered light commercial vehicles (LCVs) weighing less than 3.5 tonnes were battery electric, a decrease from 5.6% in 2023. This figure starkly contrasts the growing pressures for compliance as the mandate tightens ahead of a more stringent target set for 2030. The implications are dire; LCVs are now recognized as the largest contributors to pollution within the logistics sector, with diesel variants responsible for a staggering 40% of the sector’s emissions, according to a recent report from McKinsey & Company.

The Retrofit Opportunity
While the registration of new electric light commercial vehicles remains disappointing, an alternative solution is emerging: the retrofitting of existing diesel vans with electric drivetrains. This approach not only offers a more cost-effective solution but also stands as a sustainable strategy to reduce emissions. BEDEO advocates for increased financial incentives—grants, tax breaks, and streamlined regulations in the upcoming Budget—to catalyse this retrofitting movement and support industry growth.

In a noteworthy example, France has successfully implemented retrofit incentives that have expedited fleet electrification, providing a potential roadmap for the UK. BEDEO’s recent partnership with Automobiles DANGEL to distribute its proprietary Reborn Electric retrofit solutions in France underscores the viability of this strategy.

A Call to Action
Osman Boyner, BEDEO’s Founder and CEO, emphasized the urgency of government support, stating, “The current Labour government must act decisively. We are currently 50% off the target for the ZEV mandate for new electric light commercial vehicles in 2024. Retrofitting diesel vans with electric drivetrains is not just a feasible alternative; it’s a necessary one. This method allows businesses to retain their existing fleets while making a transition to electric power.”

BEDEO’s Reborn Electric solutions offer various configurations, including pure electric models and a range extender variant. The pure electric BE models come with battery options of 37 kWh, 75 kWh, or 110 kWh, providing ranges of 117 km, 248 km, and 364 km on the WLTP cycle, respectively. The RE-100 variant, which combines a diesel engine with an electric battery, allows fleets to navigate urban areas in electric mode while maintaining the original engine for longer journeys.

Boyner added, “The upcoming Budget presents a real opportunity for the new Labour government to introduce comprehensive incentives for retrofitting, following the lead of France, where financial backing has rapidly decarbonised van fleets. If we don’t invest in electric retrofitting for vans now, the UK will miss a critical opportunity to significantly reduce emissions while promoting a circular economy.”

Learning from France’s Success
France’s approach to fleet decarbonisation, which includes subsidies of up to €8,000 for each retrofitted vehicle, serves as a compelling model for the UK. BEDEO is urging the government to implement similar incentives and to simplify regulations governing retrofitting to accelerate the electrification of van fleets.

Research from ADEME, France’s Environment and Energy Management Agency, indicates that retrofitting can reduce greenhouse gas emissions by up to 87%. With over four million vans on UK roads, many of which are expected to remain operational into the 2040s, the environmental benefits of retrofitting are monumental.

A Pivotal Moment for Policy
BEDEO’s recent whitepaper outlines significant barriers to fleet electrification, including financial constraints and limited access to retrofitting options. As the Budget approaches, BEDEO implores government officials and policymakers to consider the strategic advantages of retrofitting not just for boosting electric vehicle numbers but also for enhancing job creation within the UK and positioning the nation as a leader in van fleet electrification.
